The decision ends months of uncertainty for the expat community, many of whom had worried the program might be scaled back or eliminated.
A Program That Has Found Its Footing
First introduced as a pilot in 2024, the simplified regime was designed to ease the tax burden on foreign residents earning modest incomes in Ecuador. Rather than requiring expats to navigate the country's progressive tax brackets -- a process that often demanded costly professional help -- the program offers a flat-rate option for those earning under $60,000 annually from Ecuadorian sources.
The SRI reports that more than 12,000 foreign residents took advantage of the program in 2025, representing a 40% jump over the prior year. Officials say the surge in participation was a key factor in the decision to extend the program.
