Several Registro Civil services can now be handled fully online through the agency's virtual platform, while first cedulas and passports still require in-person steps.

The virtual agency is available 24 hours a day, seven days a week. Users register with identity data, a username and a password, and can pay online with Visa, Mastercard or bank apps.

Services Fully Online

The fully online services listed include:

  • Birth certificate: $3
  • Marriage or de facto union certificate: $3
  • Death certificate: $3
  • Identity and civil-status certificate: $5
  • Copies of registry acts for birth, marriage, de facto union or gender registration: $6
  • Residence registration: free
  • Scheduling delivery of pre-civil-marriage requirements: free
  • Duplicate cedula: $16

The electronic certificates are issued as PDF documents with a verifiable electronic signature.

What Still Requires A Visit

A first cedula still requires an appointment and costs $5. Minors do not need an appointment for that process.

Passports still require in-person biometric capture and delivery. The passport cost listed is $90. Until July, users can obtain or renew a passport without reserving an appointment.

What This Means for Expats

For expats dealing with civil-record paperwork, the main advantage is avoiding unnecessary lines when the document can be issued electronically.

Before going in person, check whether the document you need is one of the online certificates. If it is, the online PDF with a verifiable electronic signature may save a trip.

For cedulas and passports, plan on showing up in person because biometrics and issuance steps still matter.
