Registro Civil Keeps No-Appointment Cedula And Passport Service Through December

Ecuador's Registro Civil will keep no-appointment service in place for cedulas and passports through the end of the year.
The agency said on July 1, 2026 that citizens can continue going to its offices without prior appointment for cedulas and passports. The measure applies in all Registro Civil agencies and is scheduled to remain in effect until December 31, 2026.
What Changed
This is not a brand-new practice. The agency said cedula and passport services had already been operating without appointments in recent months by national government order.
Between January and June 2026, Registro Civil reported issuing 1.2 million identity cards and 217,201 passports.
What This Means For Expats
For foreign residents, the key point is procedural: Registro Civil offices may be busier, but the no-appointment policy can also make same-day planning easier when a cedula-related task is available at the office.
If your case involves residency, cedula issuance or document updates, still bring printed backup documents and check the office before going. No-appointment service does not mean every immigration-linked issue is solved at the counter.
