Quito's Ruta Viva Will Stay With the Municipality After Private Partnership Plan Is Canceled

Quito's main airport corridor will remain in municipal hands after a private-partnership plan was canceled.
Primicias reports that Ruta Viva, one of the main roads connecting Quito with Mariscal Sucre airport and the eastern valleys of Cumbaya and Tumbaco, will be administered by the Municipality of Quito.
Why The Plan Changed
According to Primicias, Quito's Mobility Secretariat canceled the public-private partnership initiative on May 13, 2026 for the rehabilitation, construction, operation and maintenance of Ruta Viva in phases I, II and III, including service lanes and the Lumbisi and Tumbaco steps.
Primicias reports that the prefactibility studies presented by the proposing company "no cumplen con los estandares minimos exigidos" under public-private partnership rules.
Mayor Pabel Munoz said the municipality, through Epmmop, will take on recovery of Ruta Viva. The article also reports his warning that the work will take time because studies are needed.
