Quito is debating a transit ordinance that would set a USD 0.40 urban bus fare from January 1, 2027. The proposal is not final: it still needs approval in two council debates.

What is proposed

The proposed fare would replace the USD 0.35 rate in effect since 2021. The metropolitan government says the plan also includes a variable fare structure for certain rural-parish routes, where the price would rise according to distance.

Electric buses and other low-emission technologies could charge USD 0.45 per trip under the draft. The proposal says students and older adults would receive a 50% discount in all three fare categories.

Conditions attached to compensation

The municipal plan includes about USD 23 million in compensation for transport operators during 2026. The source says operators could receive up to USD 8,000 per bus, subject to conditions including integrated fare collection, operating-information systems, inspections, certified drivers, cameras, and visible complaint channels.

More than 3,000 buses operate in Quito, according to the report.

What this means for expats

For now, it is a proposal under debate, not a fare change you need to pay today. If approved, it would affect urban riders from the start of 2027 and would also change the framework for certain trips to rural parishes. The practical point is to treat every figure as proposed until the council completes its votes.
