If you have been putting off renewing your cédula or getting your Ecuadorian passport, the process just got easier — and the window has been extended.

The Extension

The Registro Civil (Ecuador's civil registry — the government agency that issues identity documents, birth certificates, marriage certificates, and passports) announced that walk-in service for cédulas and passports will continue through July 31, 2026.

This was reported by El Mercurio on March 23, 2026, and confirmed by Primicias. The extension applies to all 64 Registro Civil agencies nationwide.

What Changed

Previously, obtaining or renewing a cédula or passport required booking an online appointment through the Registro Civil's website. The system was notoriously frustrating:

  • Available appointments were often weeks or months out
  • The booking platform frequently crashed or showed no availability
  • Many people resorted to showing up anyway and hoping for the best

The walk-in policy, which was initially introduced as a temporary measure, has now been extended multiple times due to its popularity and effectiveness. The current extension runs through the end of July 2026.

Simply walk into any Registro Civil office during business hours. No appointment, no online booking, no waiting for a confirmation email.

Cuenca Advantage: San Blas Production Center

The San Blas Registro Civil office in Cuenca is a production center, meaning it has the equipment to print passports on-site. At most agencies, your passport application is processed locally but the physical document is printed at a central facility and shipped back, which can take days or weeks.

At San Blas, the entire process — from application to holding your new passport — takes approximately 30 minutes. This makes it one of the fastest passport issuance points in the country.

The San Blas office is located in the San Blas plaza in Cuenca's historic center, near the San Blas church.

Who Needs a Cédula?

Every person with legal residency in Ecuador needs a cédula de identidad. This includes:

  • Ecuadorian citizens (by birth or naturalization)
  • Foreign residents holding any type of visa (professional, investor, retiree, UNASUR, dependent, etc.)

Your cédula is your primary identification document in Ecuador. You need it for:

  • Banking (opening accounts, transactions)
  • Healthcare (IESS enrollment, hospital visits)
  • Government services (SRI tax filings, municipal permits)
  • Contracts (leases, utilities, phone plans)
  • Voting (mandatory for Ecuadorian citizens)

If your cédula has expired or you recently received your visa and have not yet obtained one, this walk-in window is the time to act.

  • Current passport
  • Visa documentation
  • Previous cédula (if renewing)

For a passport (Ecuadorian citizens or dual nationals):

What This Means for Expats

  • If your cédula is expired or you don't have one yet, go now. The walk-in policy removes the single biggest friction point in the process. You no longer need to fight the appointment system or wait weeks for an available slot
  • Cuenca residents should go to San Blas for passports specifically. The 30-minute turnaround is vastly faster than other offices where you may wait days for the document to arrive
  • Go early in the morning. Walk-in service means first-come, first-served. Offices open at 8:00 AM, and lines can build quickly, especially at popular locations. Arriving at 7:30-7:45 AM is advisable
  • This policy may not be extended again. While it has been renewed multiple times, there is no guarantee it will continue past July 31. If you need either document, treat this as a deadline
  • Keep your cédula current at all times. An expired cédula can create problems with banking, IESS, and even routine interactions with police. Ecuador requires residents to carry valid identification
