Ecuador is expanding Jovenes en Accion, a government program for vulnerable young adults.

The new phase increases coverage from 80,000 to 150,000 beneficiaries nationwide.

Who The Program Targets

The program is aimed at young people between 18 and 29 years old who are in poverty or extreme poverty.

Applicants must also meet several conditions:

  • They cannot receive regular monetary transfers administered by the Ministry of Human Development
  • They cannot have current IESS, ISSFA or ISSPOL contributions
  • They must have a financial account in their own name

Registration opened at 19:00 on Tuesday, June 16, 2026, through the official program platform.

What Beneficiaries Receive

Selected participants receive three transfers of $400 each over three months.

The payments depend on completion of assigned activities related to:

  • Capacity building
  • Citizen participation
  • Employability
  • Life skills
  • Institutional connection

Payments are deposited by the Ministry of Human Development into the bank account registered by each participant.

Which Agencies Are Involved

The activities are coordinated with several public entities, including the Ministry of Education, Ministry of Sport and Culture, Ministry of Infrastructure and Transportation, Ministry of Public Health and National Risk Management Secretariat.

The government has allocated a budget of more than $190 million for this new stage.

What This Means For Expats

Most expat readers will not be direct applicants, but the program matters because it affects the communities where foreign residents live and hire.

If you employ young Ecuadorians, support a local family, or work with a foundation or community project, this is a program worth knowing about. It may create short-term income support and activity requirements for young adults who are trying to enter work, training or community service pathways.
