Ecuador's Tercera Placa Will Re-Register the National Vehicle Fleet

Ecuador's Tercera Placa project is bigger than a new tag on the windshield.
The National Transit Agency says the new system will re-register the country's entire vehicle fleet from zero and move Ecuador toward one national transit and vehicle-registration platform.
What Is Changing
ANT says Ecuador currently has around 200 municipal databases because municipalities manage vehicle matriculation through their own systems.
The new Registro Nacional Unico de Transito y Transporte Terrestre is intended to put municipalities and ANT on the same platform.
ANT expects to have the system implemented in the last quarter of 2026 and to begin registration before the end of the year.
How It Would Work
When a vehicle goes through technical review, an operator would register the vehicle in the new platform. ANT says the point is to avoid absorbing old information that may be incorrect.
Quito's version of the project was approved by the Metropolitan Council in January 2026 and is expected to be required for vehicles that pass technical review and are matriculated inside the district.
What This Means for Expats
If you own a car in Ecuador, this is one to watch. It may affect matriculation timing, technical review, municipal records and future enforcement of rules such as Quito's Pico y Placa.
For now, matriculation is still described as normalized in municipalities. The practical question is what documents and appointments will be required once the new registration rollout begins.
