Ecuador's role as a global cocaine transit hub just produced another headline -- this time involving seizures on two continents and cooperation between three continents' law enforcement agencies.
What Happened
Europol announced the results of a joint operation with Ecuadorian National Police and multiple European law enforcement agencies that dismantled a drug trafficking network linked to the Los Lobos gang -- one of Ecuador's most powerful criminal organizations.
The operation resulted in:
- 16 arrests, including a high-value target described as a senior logistics coordinator for the network
- 3.7 tonnes of cocaine seized in the Netherlands
- More than 3 tonnes seized in Belgium
- Over half a tonne seized in Ecuador
- More than $810,000 in cash confiscated
Total seizures exceeded 7 tonnes of cocaine across three countries -- representing a street value estimated in the hundreds of millions of euros.
The Network
The dismantled network operated a supply chain from Ecuador to Europe, using Ecuador's Pacific coast ports to ship cocaine concealed in commercial cargo -- primarily within banana and shrimp containers, which constitute the bulk of Ecuador's export volume and provide natural cover for contraband.
Los Lobos is one of Ecuador's largest and most violent criminal organizations, operating primarily in Esmeraldas, Guayas, and El Oro provinces. The group has been linked to international trafficking networks spanning Latin America, Europe, and West Africa.
Why the European Connection Matters
Ecuador's drug trafficking crisis is often framed as a domestic security problem, but operations like this reveal its global dimensions:
- An estimated 70% of Europe's cocaine transits through or originates from Ecuador's ports
- The Port of Guayaquil and secondary ports along the coast have become primary shipping points for cocaine destined for Rotterdam, Antwerp, and Hamburg -- Europe's three largest container ports
- European drug seizures linked to Ecuador have increased dramatically since 2023, reflecting both increased trafficking volume and improved detection capabilities
- The Los Lobos network is one of several Ecuadorian criminal organizations with direct operational ties to European distribution networks, bypassing traditional Mexican cartel intermediaries
International Cooperation
The operation involved coordination between:
- Europol (European Union Agency for Law Enforcement Cooperation)
- Ecuador's National Police (Policia Nacional del Ecuador)
- Dutch National Police
- Belgian Federal Police
This level of cooperation reflects Ecuador's expanding international law enforcement partnerships, which now include the FBI (permanent office opened in Quito, March 12), U.S. Southern Command (anti-narcotics operations), and Europol (ongoing intelligence sharing).
What This Means for Expats
- The operation demonstrates that Ecuador's security crisis has global reach. The same criminal organizations that cause violence in Ecuadorian cities are running sophisticated international logistics operations worth billions of dollars
- Port security affects Ecuador's legitimate economy. When banana and shrimp containers are used to smuggle cocaine, it increases inspection delays, compliance costs, and reputational risk for Ecuador's agricultural exporters -- industries that drive the economy expats depend on
- International cooperation is a positive sign. The fact that Ecuadorian police are working effectively with Europol and the FBI means the country's law enforcement is becoming more capable, not less. These partnerships bring training, technology, and intelligence capabilities that Ecuador's domestic agencies lack
- The seizures represent a fraction of total traffic. 7 tonnes is significant, but Ecuador's annual cocaine throughput is estimated in the hundreds of tonnes. Each dismantled network is replaced by competitors
- If you notice increased security at ports, airports, or border crossings, this is why. Enhanced screening benefits legitimate travelers and businesses even as it disrupts trafficking
