BIESS Says Credicasa Housing Loans Have Passed USD 53 Million

The Banco del Instituto Ecuatoriano de Seguridad Social (BIESS) says it has disbursed more than USD 53.69 million through its Credicasa housing-finance program. More than 1,030 families have accessed a home through the program, according to an August 12 report by La Hora.
Credicasa offers a stated preferential interest rate of 2.99% for affiliates and retirees who are seeking to finance a home. The program is therefore aimed at people who meet BIESS’s eligibility conditions, not at every buyer in Ecuador’s housing market.
Where the loans are concentrated
Guayas leads the program with 492 disbursements, followed by Pichincha with 214. Santo Domingo is third with 81, while Manabí has 76. The remaining provinces together account for 175 disbursements.
According to the information cited by La Hora, Credicasa has reached 22 of Ecuador’s 24 provinces. The geographic spread suggests that the program is not limited to Quito or Guayaquil, although those two provinces account for the largest named totals in the report.
The rate and the wider housing market
The central attraction is the 2.99% rate. BIESS says the condition is designed to lower financing costs for households that meet the requirements.
The effect is not limited to the person buying a home. Each disbursement can involve construction work, materials, real-estate activity, professional services, and labor. That is why housing finance is also treated as a tool for supporting construction and related sectors.
BIESS says it has optimized the mortgage process to reduce waiting times. Once an applicant meets the requirements and conditions of the operation, the disbursement may be completed in 30 to 45 days.
That timeframe applies after the required conditions are satisfied. The full transaction can still involve credit approval, document review, an appraisal, legal procedures, and final disbursement.

Book a consultationThis is relevant to foreign residents who are affiliates or retirees and are considering whether they could qualify for BIESS financing. The article does not list the full eligibility rules, and the interest rate should not be treated as a promise that every applicant will receive a loan or that every property qualifies.
The practical next step for a potential buyer is to confirm eligibility directly with BIESS, identify the documentation required, and ask how the 30–45-day disbursement estimate applies to the specific transaction. Buyers should also keep the credit process separate from the legal and title review of the property itself.
For the broader market, the numbers show an active public mortgage channel with demand spread across most provinces. They do not, by themselves, establish that prices are rising or falling in any particular city.

Potential borrowers should also ask what happens if an appraisal, document review, or legal step takes longer than expected. A financing headline can show the program’s scale, but the timing and outcome of a particular purchase still depend on the individual file and property.
